There are concerns over the cost of creating an extra 880,000 school places in England by 2023, the number estimated to meet demand.

Council leaders say budgets are already strained and that schools could soon reach a tipping point, with no more space or money to extend.

Ministers say the last Labour government is to blame, by not planning ahead.
