Prospective students offered incentives in university clearing war

Universities in London are offering prospective students cash and other incentives to take up a place at their institutions. 

The University of West London is offering students with at least two Bs and a C a fee waiver worth eight thousand five hundred pounds for their first year. 

The University of East London is offering a tablet and nine hundred pounds to people taking up their places. 

Does this make universities more into a marketplace?
