Southern chaos - should there be an independent review?

Southern Railway has called for fresh talks to try to resolve a bitter row over the role of conductors.

A second day of strike action has caused more misery for hundreds of thousands of passengers.

Earlier the RMT union announced plans for a protest outside the Department for Transport  - amid claims the government blocked talks on ending a row.
