Should drivers be compensated for delays on toll roads?

A petition has been set up calling for drivers to be able to claim money back if they are delayed on toll roads.
Anand Surve says he regularly gets stuck in traffic using the Dartford Crossing and the long jourmey times are making him late for work and disrupting his family life.
He now thinks drivers should be offered something similar to the 'Delay Repay' scheme that's available to rail passengers.
