Congestion charge "needs urgent reform" says new report

Scrapping the congestion charge is a suggestion being considered as there are mounting calls to reform the system.

The fee has come under fire from the London Assembly in a new report.

They argue for a system that charges vehicles differently, depending on the frequency and time spent in a congestion zone.
