Controversial road restriction makes £2m in fines

A driver caught out by a controversial road measure in Surbiton says he plans to take legal action against Kingston Council. 

Richard Grosvenor says warning signs aren't clear enough. 

The local authority has made almost £2million in fines from the restriction since November.
